ITANAGAR, Aug 07: In a first of its kind, a vocational training institute from state has signed a memorandum of understanding with renowned hair expert Jawed Habib to train young people of state. On 5th of this month Topu Basar Ete chairperson of Gorgeous parlour training institute (GPTI) cum vocational training provider signed an MOU with Jawed Habib Hair and Beauty Limited Company in Itanagar. GPTI is an approved institute of vocational training by govt of India and state govt.
As per the agreement students are supposed to registered under GPTI to avail the chance of working with Jawed Habib Hair and Beauty Limited Company (JHHBL). It will be responsibility of JHHBL to provide employment to the students registered and trained by GPTI with minimum salary package of rupees ten thousand per month. In case of girl students, JHHBL will ensure physical safety and security wherever they are placed. MOU also clearly states that students cannot be fired from job for at least 2 years unless he/she leaves on their own will. It will also depend on the sincerity of students. Meanwhile head of GPTI Topu Basar Ete has appealed for cooperation from state government and claimed that her endevour is on the line of Chief Minister Nabam Tuki’s dream of creating 1 lakh job opportunity for young students of the state.
‘Miscreants assaults EE (E)’
ITANAGAR, Aug 07: A group of miscreants allegedly assaulted Narang Gumbo, Executive Engineer (Electrical) Kurung Kumey Electrical Division, Department of Power, Sangram without any provocation at Damsite area Naharlagun yesterday evening. They also caused heavy damage to his personal car, Arunachal Pradesh Engineering Service Association (APSEA) informed in a release.
Meanwhile, APESA in an emergency meeting today vehemently condemned the barbaric incident and resolved to take up the issue with the appropriate authorities of police and the administration for immediate action with stringent punishment to the culprits involved in the incident under appropriate provisions of law.
“This kind of repeated threat, intimidation and assault has not only demoralized the officers but also dampened their spirit serving in difficult areas with utmost dedication and sincerity,” the release added.

ITANAGAR, Aug 07: The appearing candidates for the coming assistant engineer examination to be held by Arunachal Pradesh Public Service Commission (APPSCE) have expressed concern over some loopholes in the admit cards dispatched by the commission to the candidates.
The candidates claimed that admit card was issued without photograph of candidates on it and it also does not have round seal of the commission. They added that without photograph, the admit card cannot be treated as inner line permit at any check gate. The candidates expressed fear that some people may take advantage of situation and indulge in illegal activities. They have appealed to the concerned authority to take quick heed into the matter and bring justice to all the aspiring candidates by ensuring admit card with proper commission seal and photograph with commission stamp be re issued to have a fair play in much awaited examination. They also threatened of both democratic and legal fight if their demand is not meted out. Meanwhile APPSC on their part clarified that except in the preliminary examination of Arunachal Pradesh Public Service Combined Competitive Examination, Admit Card / Call letter issued to eligible candidates of various other examination does not bear photograph of candidate. To check the possible chances of impersonation respective attendance sheet and original application form is verified in the examination hall itself where photographs are pasted, commission stated. “This system of verifying candidates in examination hall is prevalent for a long time. However, admit card/call letter with scanned photograph will be introduced in due course of time on adoption of OMR application forms in all recruitment examinations uniformly,” stated Opak Gao, secretary APPSC in a release.

ANYA reiterates its demand for formation of two new districts
ITANAGAR, Aug 07: Reiterating its demand for creation of Kamle and Pakke Kessang districts in Nyishi dominated areas, the All Nyishi Youth Association (ANYA) yesterday submitted a second memorandum on the issue to the chief minister.
According to the demand placed by ANYA, Kamle district is to be formed by bifurcating Lower Subansiri district with Raga as it headquarters and Pakke–Kessang by bifurcating East Kameng and Lemmi as its headquarters.
These areas are isolated from its original district headquarters and strategic from inter–state boundary point of view and creation of district will not only benefit the local people of area but also the State, it said and fervently appealing to the state government for its approval within this financial year.
On March 3, ANYA had submitted its first memorandum on the issue to the chief minister.

ITANAGAR, Aug 07: Public Health & Engineering Department (PHED) is organizing a series of training for developing skills of 100 departmental engineers in the use of Geographic Information System (GIS) and Global Poisoning System (GPS) for improvement of drinking water sanitation services in the state.

The task of skill building has been scheduled in five batches with 20 engineers at a time for a period of five days. The training of the first batch of engineers is completed during July 29 to August 2.
Altogether 18 engineers from different districts completed the training programme successfully. The training is conducted by Dr. K. Haloi, Associate Professor and Head i/c CGARD and A Simhachalam, Faculty, CGARD, according to a departmental release.

The Water Chiller and Dispenser is being provided by Reliance Energy Company on request made by the Deputy Commissioner to cater safe drinking water services to indoor patients and medical staffs.

Death of GSU leader mourned
ITANAGAR, Aug 07: The Galo Students’ Union Rajiv Gandhi University has mourned the demise of Jume Kamsi. Late Jumpe Kamsi was the chief editor of Galo Students’ Union (GSU) who passed away on Aug 6 last.
In his condolence message, it wrote, “he was an active and emerging youth leader of our society. His untimely demise is an irreparable loss to the Galo Society.”
Offering condolences to the bereaved family members, it further prayed for the eternal peace of the departed soul.

ITANAGAR, Aug 7: The department of tourism today launched Hunar-
The basic objectives of the scheme is to reduce the skill gap that affected the hospitality and tourism sector as a whole and to put in place a dispensation to ensure that the economic benefit of a growing tourism reached the poor, Tourism Minister Pema Khandu told a press conference after launch of the scheme. The union ministry had set a target of 500 youths for Arunachal to be trained during the current financial year, Khandu said and added that the course content was designed by the National Council of Hotel Management and Catering Technology and the programme was relating to hospitality trades.

Chairing the meeting, Manoj Kumar Sahoo, Deputy Commissioner cum Chairman of the Governing Body, DHS, West Siang District said that many problems can be solved through discussion. The DC said to assess the programme activity, we should conduct quarterly review meeting and all must achieve their respective targets within the stipulated time. The health & Education is one of the most important sectors for which our government is laying utmost emphasis. It is our responsibility to do something for our downtrodden section of the society. One lakh saplings to be planted during Tawang Vanamahotsav

The program initiated by Chief Secretary HK Paliwal started at the Deputy Commissioner’s office premises with mass plantation of saplings.
A truck carrying 2000 saplings was flagged off for distribution to the general public for plantation in their respective colonies, Govt quarters and private residential premises.
The plantation program was also inaugurated at 38th Bn SSB by DC and DFO Tawang where a total of 1100 saplings were planted by the Jawans of SSB under the supervision of Range Forest Officer Tage Haniya and President EPS Jambey Dondu. The Deputy Commissioner and the team of officers also visited the plantation works at Tourist Lodge, EE Electrical office compound, Kakaling Middle School, PWD Middle School and Shyo Middle School.

In the second match of the day, Tatung Welfare Society’s (TWS) football team were up against the boys from Model Sporting Club (MSC). The match lacked the excitement of the first but had its own share of momentary brilliance.

While it seemed as though TWS would break the deadlock early on, it was MSC which almost got the first goal in the 14th minute of the match through Ganya Dungda’s effort. Almost as soon as the first chance was lost, MSC fans got quite a scare when TWS came to close to scoring.
Much of the first half was centred around the middle of the field with both teams finding it difficult to hold on to the ball long enough to do anything constructive with the ball. A header by Tagio Raja of TWS was rendered ineffective as the ball was headed straight to the MSC keeper.
After a long dry spell just before the break, Nik Kabak of MSC managed to break away and sprint ahead with the ball but found himself without any support.

MSC looked the more determined and dangerous side in the second half when their continued offensive tactics won them a corner which unfortunately was wasted away. But just moments later in the 57th minute Taba Taram chipped in the ball over the TWS keeper to finally change the score board.
After having taken the lead in the game, MSC made several advances to try and settle things for good. The attacks would bear fruit in the 65th minute when Tadar Aha’s perfectly timed lob managed to beat the TWS keeper and extending MSC’s lead.
TWS seemed determined to get one back and created quite a lot of confusion in the

Crime against children
Crime against children rose by an alarming 24 per cent in recent past in the country, with Uttar Pradesh topping the list and Delhi coming in third place.
It is alarming that, in 2011, the crimes against children reported a 24 per cent
increase from the previous year with a total of 33,098 cases, the report 'Children
in India 2012-
The highest number of crimes against children, it said, was reported from Uttar Pradesh (16.6 per cent) followed by Madhya Pradesh (13.2 per cent), Delhi (12.8 per cent) and Maharashtra (10.2 per cent).
According to the report, there was an increase of 43 per cent in kidnapping and abduction cases in 2011 while rape cases where the victims were children rose by 30 per cent in the same period.
While UP and Delhi together accounted for 47.6 per cent of kidnappings and abductions of children, Madhya Pradesh, Uttar Pradesh and Maharashtra together accounted for 44.5 per cent of child rape cases.
The study also reveals that the conviction rate at national level for crimes against children stood at 34.6 per cent. The conviction rate for 'infanticide' (other than murder) was highest at 46.9 per cent followed by cases under murder (45.5 per cent).
The study observed that the increasing trend in the incidence of juvenile crimes is a matter of grave concern.
Discrimination in drive against encroachment

Through your esteem column, I question the integrity of the Director Housing Deptt. Estate Officer and Deputy Commissioner, Capital Complex for showing their bias attitude in carrying out the eviction drive against some section of people in capital complex. The department has adopted pick and choose method, against certain section of people and declared them illegal encroachers. Whereas, some of the top bureaucrats and ruling politician who had dismantle and constructed the high rise building are roaming freely without any fear of the law. If you are really concern for the state, then firstly take drastic steps against them and book them under the appropriate section of the law and dismantle their high rise building. It is known fact the most of the Govt quarters are in dilapidated condition and need urgent attention of the department for renovation but our state machinery are enjoying sitting inside the Air condition room without bothering for the welfare of the public. If the Govt demand any duty from the citizen then the citizen is also entitle to claim their right. Please publish in detail about the record of the Govt, quarters of each sector in the daily newspaper then we will know that the department is really maintaining the record.
It is said that truth is bitter. May be the present Congress lead Govt is denying any encroachment activity during their tenure. But it is also known that the phenomena of encroachment took place during the Congress govt in the past. So whom to blame for the rampant encroachment in the capital complex? If we reflect back in our past then the encroachment and dismantling of the quarters has been done by the top bureaucrats and politician. Why you are now harassing poor middle class people who just simply are following the path shown by you all and are constructing the house from their hard earn money. If they are not constructing then someone else will built the house. If you are really concern, take action in phase wise and take action against those who first encroached and built their house over govt land. If you see the way our govt had constructed the quarter they were haphazardly built without any master plan. Now, it is high time for the State Govt to find out constructive plan. It is humble request to the law enforcing agency, Magistrate, Director of Housing, Estate Officer, Land Deptt. of the Capital Complex to look in themselves. Are not they are also one of the encroacher? Don’t take the voice of public for granted and the day is not so far when middle class people will be bound to take extreme steps like the team of Anna Hazare.

Clarification
Dear Editor,
Through your esteemed daily, may I take liberty to clarify regarding a news article “GOOD NEWS FOR CFL users” published on dated 6th August 2013, in which it was said that, “The Power department has assured to exempt electricity bills for two month to those households which used CFL bulbs for lightning”. I heartily appreciate the newly elected councilor of Ward No. 2 and his team members who all are trying their best to extend helping hand to Power department to remove illegal hooking in the ward No. 2 area so as to maintain stable power supply. With this, it is to mention here that, I being an Assistant Engineer (E) have no place and position to give such an assurance in general on behalf of Department of Power, Government of Arunachal Pradesh.
Being invited in the first ever meeting called by the Councillor of Ward No. 2 Tatung Tania, I expressed concern about unaccounted misuse of electricity energy which is the main reason causing over loading on the system resulting to load shedding in GSI feeder which runs through Ward No. 2 area near Hotel Bomdila, Itanagar. If all the consumers under GSI feeder uses 20 watt CFL in place of 100 watt bulbs with switching off of freeze and unwanted points in peak hour, there will be no need of doing load shedding on the 11KV GSI feeder as well as in other feeders too. Using of CFL will directly reduce the revenue losses and load demand by 80% per bulb. In such case, the monthly average billing amount shall have to be either minimized proportionally or exempt for few months. While explaining these facts in the meeting, it was assured that, the possibilities shall be explored for adjustment with consultation to higher authority and do the needful preferably for exemption of two months billing after calculation of load in the premises in the said area. Thus, this assurance is not for general.
Nevertheless, if given a little more stress in this matter, it could be a triggering
point for the Government to have a sense over it and generalize this assurance with
modalities so as to reduce the overall revenue losses in the department and to minimize
the huge power purchase payments being made to NHPC, NEEPCO and NTPC and as well
as to reduce the UI (UNSCHEDULED INTER-
By the way, while in this page, I being an Electrical Engineer (E) do appeal and encourage all the domestic electricity consumers to use CFL bulb and save energy. “Saving energy is directly proportional to saving of money and saving money is earning money”. Open letter to Minister of Power Arunachal Pradesh
Dear Editor,
PPWC remind your kind office that the 132 KV tower line from Aalo to Pasighat has remained a distant dream as the completion of the said work may only be accomplished in the next millennium. A mere 85 Km distance connectivity of electricity is beyond the capacity of the Power department despite the allocation of requisite funds sanctioned in 2005, which was scheduled to be completed in 2008.
The big question is why was the project not completed despite receiving adequate funds? Why are the concerned officers not punished as per the established guidelines for their lackadaisical attitudes? Why the contractor / Firm M/S Huma enterprise is not held responsible for the inordinate delay in timely execution of the said project? Or was the said scheme prepared just to fill the coffers of a few concerned people amounting to crores of money?
As it seems quite apparent that the funds have been exhausted and that is the reason why the department has been crying for additional funds. The completion of the scheme or failure to do so shall remain the sole responsibility of the individual concerned directly or indirectly and they should be held responsible for it depending upon the result, situation and the quality of work. PPWC also strongly feel at times that, Department of Power be disbanded and the expenditures and funds allocated for the same may be diverted in order to purchase and supply of fuel, SK Oil, Candles, generators, lamps to the deprived public. At least the public can have the facility of some light other than day light.
