Siang United beat Dillung FC 3-1

ITANAGAR, Aug 07: Siang United FC beat Dillung FC 3-1 in a group match in the first ever Solung Football Tournament organized by Solung Festival Celebration Committee Itanagar at DN Govt. College playground here today.

Siang United FC was leading 1-0 in the first half with goal from Antony Tamuk (25min). Karun Nobeng netted second goal in 65minutes before Megu Jongkey made the score 3-0 by scoring in 70 minutes.

Sanjiv Panggeng scored the consolation goal for Dillung FC in the dying minute of the second half to make the score 3-1.

Tom Lomtung was adjudged “Player of the day.”

Etor Yameng FC will take on Ngargo Ao FC tomorrow at 3.30 pm.

 

CFC trounce Services XI 9-2

ITANAGAR, Aug 07: Chandranagar FC (CFC) trounced Service XI 9-2 in the 7 Warriors the 9th Independence Running Trophy-2013 at KV No 2 playground here today.

Opportunity knocking for Arunachalee students

ITANAGAR, Aug 07: In a first of its kind, a vocational training institute from state has signed a memorandum of understanding with renowned hair expert Jawed Habib to train young people of state. On 5th of this month Topu Basar Ete chairperson of Gorgeous parlour training institute (GPTI) cum vocational training provider signed an MOU with Jawed Habib Hair and Beauty Limited Company in Itanagar. GPTI is an approved institute of vocational training by govt of India and state govt.

As per the agreement students are supposed to registered under GPTI to avail the chance of working with Jawed Habib Hair and Beauty Limited Company (JHHBL). It will be responsibility of JHHBL to provide employment to the students registered and trained by GPTI with minimum salary package of rupees ten thousand per month. In case of girl students, JHHBL will ensure physical safety and security wherever they are placed. MOU also clearly states that students cannot be fired from job for at least 2 years unless he/she leaves on their own will. It will also depend on the sincerity of students.  Meanwhile head of GPTI Topu Basar Ete has appealed for cooperation from state government and claimed that her endevour is on the line of Chief Minister Nabam Tuki’s dream of creating 1 lakh job opportunity for young students of the state.

 

‘Miscreants assaults EE (E)’

ITANAGAR, Aug 07: A group of miscreants allegedly assaulted Narang Gumbo, Executive Engineer (Electrical) Kurung Kumey Electrical Division, Department of Power, Sangram without any provocation at Damsite area Naharlagun yesterday evening. They also caused heavy damage to his personal car, Arunachal Pradesh Engineering Service Association (APSEA) informed in a release.

Meanwhile, APESA in an emergency meeting today vehemently condemned the barbaric incident and resolved to take up the issue with the appropriate authorities of police and the administration for immediate action with stringent punishment to the culprits involved in the incident under appropriate provisions of law.

“This kind of repeated threat, intimidation and assault has not only demoralized the officers but also dampened their spirit serving in difficult areas with utmost dedication and sincerity,” the release added.

 

Claims and clarification

ITANAGAR, Aug 07: The appearing candidates for the coming assistant engineer examination to be held by Arunachal Pradesh Public Service Commission (APPSCE) have expressed concern over some loopholes in the admit cards dispatched by the commission to the candidates.

The candidates claimed that admit card was issued without photograph of candidates on it and it also does not have round seal of the commission. They added that without photograph, the admit card cannot be treated as inner line permit at any check gate. The candidates expressed fear that some people may take advantage of situation and indulge in illegal activities. They have appealed to the concerned authority to take quick heed into the matter and bring justice to all the aspiring candidates by ensuring admit card with proper commission seal and photograph with commission stamp be re issued to have a fair play in much awaited examination. They also threatened of both democratic and legal fight if their demand is not meted out. Meanwhile APPSC on their part clarified that except in the preliminary examination of Arunachal Pradesh Public Service Combined Competitive Examination, Admit Card / Call letter issued to eligible candidates of various other examination does not bear photograph of candidate. To check the possible chances of impersonation respective attendance sheet and original application form is verified in the examination hall itself where photographs are pasted, commission stated. “This system of verifying candidates in examination hall is prevalent for a long time. However, admit card/call letter with scanned photograph will be introduced in due course of time on adoption of OMR application forms in all recruitment examinations uniformly,” stated Opak Gao, secretary APPSC in a release.

 

Lalu & Sambo to represent India in China

ITANAGAR, Aug 07: Lalu Taku  and Sambo Lapung from Arunachal are among 13 weightlifters selected to represent India at 2nd Youth Asian Games beginning at Nanjing, China from August 14-24.

Lalu will compete in Youth Boys 62 kg category and Sambo in 69 kg category, according to Indian Weightlifting Federation release.  Meanwhile, Indian Weightlifting Federation Joint Secretary Abraham K Techi, who is also president of Arunachal Weightlifting Association, has wished all the best to the Indian team and the young lifters duo of the state.

 

First round of victory for ACS

ITANAGAR, Aug 07: The team of Arunachal Civil Society (ACS) today meet MP Bezbaruah, Chairman, Board of Management (BoM) NERIST, RC Meena, economic advisor HRD, Dalip Kapur, Joint Secretary HRD and Dr. Sanjay Dhandey, National Innovation council of India at NERIST Guest house. During the hair spliting discussion the above designated persons along with director NERIST have assured the ACS that within 3 to 4 months the submitted memorandum will be taken care and top most priority agenda will be to ensure 100 percent recruitment in favour of APST candidates, ACS claimed in a press release.

Moreover they will constitute expert committee to find the ground reality as placed by ACS. After completion of checking regarding backlog vacancies then they will make a proper advertisement which will purely be for APST. However ACS added that if demands are not met within stipulated time, they will continue the struggle.

 

‘Declare the result’

ITANAGAR, Aug 07: The Wancho Students’ Union (WSU) has appealed for declaring the result of written test conducted for the post of Sub-Inspector at Jairampur some days back.

In a release, it said, we were informed that the result would be declared after a week of the test but it has been more than four weeks now and the result is yet to be declared.

Further warning of fighting with the authority if any anomaly is seen in the recruitment process, it urged for conducting the interview in fair manner.

 

ANYA reiterates its demand for formation of two new districts

ITANAGAR, Aug 07: Reiterating its demand for creation of Kamle and Pakke Kessang districts in Nyishi dominated areas, the All Nyishi Youth Association (ANYA) yesterday submitted a second memorandum on the issue to the chief minister.

According to the demand placed by ANYA, Kamle district is to be formed by bifurcating Lower Subansiri district with Raga as it headquarters and Pakke–Kessang by bifurcating East Kameng and Lemmi as its headquarters.

These areas are isolated from its original district headquarters and strategic from inter–state boundary point of view and creation of district will not only benefit the local people of area but also the State, it said and fervently appealing to the state government for its approval within this financial year.

On March 3, ANYA had submitted its first memorandum on the issue to the chief minister.

 

PHED’s skill development training

ITANAGAR, Aug 07: Public Health & Engineering Department (PHED) is organizing a series of training for developing skills of 100 departmental engineers in the use of Geographic Information System (GIS) and Global Poisoning System (GPS) for improvement of drinking water sanitation services in the state.

The department has entered into an agreement with NIRD-NERC, Guwahati for developing capacity of its 100 engineers in GIS and GPS application which are very powerful information technology tools for effective planning and management of drinking water supply system in the state.

The task of skill building has been scheduled in five batches with 20 engineers at a time for a period of five days. The training of the first batch of engineers is completed during July 29 to August 2.

Altogether 18 engineers from different districts completed the training programme successfully. The training is conducted by Dr. K. Haloi, Associate Professor and Head i/c CGARD and A Simhachalam, Faculty, CGARD, according to a departmental release.

 

Protest rally for Daporijo minor rape victim

ITANAGAR, Aug 07: The Nari Kalyan Kendra, Daporijo, is going to organize a mass procession at Daporijo on August 13 for the recent minor rape victim.

It said, law enforcers should feel the pulse of people and should handle such cases with zero tolerance.

We appeal people from all walks of life, civil societies, student organizations and NGOs to participate in the protest march, it further added.

 

Orientation training on Aajeevika

ITANAGAR, Aug 07: A two days Orientation cum Awareness Training on Aajeevika was conducted by DRDA at Kanubari from August 5 and 6.

The training covered various topics, including formation of SHG federations, important programme concepts under Aajeevika, Community Investment (Support) fund, implementation mechanism under Aajeevika including role and importance of Community Resource Persons.

The program was inaugurated by CO cum BDO Kanubari  L Thungon and attended by representatives from more than 30 SHGs besides Block Development Officers and Extension Officers from Khonsa, Deomali and Kanubari.

 

RGU debate competition

ITANAGAR, Aug 07: Rajiv Gandhi University will conduct an inter-college debate competition on the topic, “Inner line regulation is a boon for the people of Arunachal Pradesh” at the University Conference Hall on 9 August from 9.30 am onwards.

The debate is open for students from colleges affiliated to the University and carries a cash prize of Rs. 8000 and a trophy for the Best Speaker and Rs. 6000 and a trophy for the first Runner Up. The 2nd Runner Up will get Rs. 4000 along with a trophy.

So far, 17 teams have confirmed participation in the event.  

 

Orientation training prog on Kishori Shakti Yojana conducted at Chambang

ITANAGAR, Aug 07: The Child Development Project Officer under ICDS Project, Chambang conducted a three days Kishori Shakti Yojana (KSY) orientation Training program for 45 adolescent girls of age group 11-18 years at Gangte in Kurung Kumey district that concluded on July 31. 90 Angawandi workers from the selected 45 Anganwadi centres and 45 adolescent girls benefited from the programme.

During its inaugural session, Chambang ZPM, Rei Tallo, attending as the chief guest appealed all the Anganwadi workers and helpers to discharge their duty as per Govt guidelines and the girls to be aware of the many rape incidences that have been happening in the country and also the state.

 

Chiller Cum Water Dispenser installed at District Hospital

AALO, Aug 7: In order to facilitate safe drinking water to needy patients, a 20 Litres capacity Chiller cum Water Dispenser was installed and formally inaugurated by West Siang Deputy Commissioner M K Sahoo at District Hospital Aalo today.

The Water Chiller and Dispenser is being provided by Reliance Energy Company on request made by the Deputy Commissioner to cater safe drinking water services to indoor patients and medical staffs.

Sahoo advised the Medical Superintendent Dr. Linya Lollen  to make judicious use of the Water Dispenser under the care of medical staffs on duty on roaster basis. Medical staff and representative from the company were present on the occasion. DIPRO

 

Death of  GSU leader mourned

ITANAGAR, Aug 07: The Galo Students’ Union Rajiv Gandhi University has mourned the demise of Jume Kamsi. Late Jumpe Kamsi was the chief editor of Galo Students’ Union (GSU) who passed away on Aug 6 last.

In his condolence message, it wrote, “he was an active and emerging youth leader of our society. His untimely demise is an irreparable loss to the Galo Society.”

Offering condolences to the bereaved family members, it further prayed for the eternal peace of the departed soul.

Arunachal Student Union Shillong (ASUS) deeply mourned the sudden dismiss of Jumpe Kamsi in a road accident.

An LLB final year student of Shillong Law College, Jumpe was presently holding the post chief editor of Galo Students’ Union and vice president of Basar Area Students Union (BASU).

The executive body members of ASUS, well wishers and colleagues observed two minutes silence as a mark of respect to late Jumpe at Arunachal Bhawan Cleve, colony Shillong and prayed for eternal peace of the departed soul.

Assembly Day celebrated

State Legislative Assemblies are the temples of democracy: Governor

NAHARLAGUN, Aug 7: The State Legislative Assemblies are the temples of democracy, said Arunachal Pradesh Governor Lt Gen (Retired) Nirbhay Sharma while speaking on the first Assembly Day celebration of Arunachal Pradesh Legislative Assembly here at the Nokmey Namati hall of Assembly Secretariat today. State Chief Minister Nabam Tuki, Speaker Wanglin Lowangdong, former  Chief Minister Gegong Apang,  Ministers, MLAs, Parliamentary secretaries, former MLAs and top government officers/officials of the state were present in the celebration function.

In his address, the Governor said the people of Arunachal had a vibrant system of self-governance and a “bottoms up” democracy for centuries. The tribal culture imbibes the basic tenets of true democracy and good governance by being fair, transparent and accountable in meeting the aspirations of their respective tribe/group, he said. In the North East region of India, Arunachal Pradesh is an island of peace, the Governor said and hoped that the occasion will always act as a reminder for us to renew our commitment to secularism, pluralism, dignity of every citizen and eliminate social discriminations.

Highlighting the importance of the day, the Governor said the day commemorates the commencement of democratic process to enable the people of Arunachal Pradesh to chart their own destiny. This date i.e. August 7, is historic because in 1975 on this date - exactly 38 years ago, the actual process of giving effect to the Legislative Assembly began and the Union Government agreed to demands of the people converting the Pradesh Council into the Provisional Legislative Assembly.

Complimenting the Speaker, officials of the Legislative Assembly and the State Government for giving this date its due by holding this commemorative function, he said “it is yet another first by the State of Arunachal Pradesh. Well done!”

Giving an overview of the history of growth of political process in the state and the changes from age-old tribal society and the administrative system to the modern democratic set up, the Governor said “It is to the credit of our visionary national leaders and those present here today and also their predecessors that Arunachal Pradesh is now part of the main stream of India and ranks rather high in economic and social parameters. However, it is still a work in progress.

In the economic field, the Governor said “we are yet to harness our full potential and reap the harvest of nature’s bounty. The hydro-power potential of the State by itself can make the state financially self-sufficient and even more. Add to this, the fields of agriculture, horticulture, tourism and so on, the State is waiting to become Switzerland of the East. In fact, rather than looking at the Central Government to give the financial aid, we will be a donor State and contribute to the National basket.”

Strategically, Arunachal Pradesh is very significant, sharing  border with Bhutan, China and Myanmar. Considering the border dispute with China, we need to develop the infrastructure and ensure that the State is secure. The development of border region is therefore important from this perspective as well, the Governor said.

The Governor also strongly feels the requirement of training the newly elected Municipal Councillors and the members of Panchayat Raj Institutions. He said  a thorough understanding of provisions of the 73rd and 74th Amendment Act and other rules and regulations would enable them to deal with local issues with more confidence. Even the Legislators, will benefit from a refresher on vital issues of constitutional wisdom, he opined.

Seeing the enthusiastic participation of the members in the celebration, he said, I am confident that you all will continue the excellent tradition of the State Legislative Assembly, which is one of best in the country.

Stating that the need of hour is to grasp the opportunity, harness the nature’s bounty and develop the human resource to place the “Land of Rising Sun” on a pedestal of peace and prosperity, he asked all to share the optimism that we will rise above differences and challenges to realize our dreams and give shape to our aspirations and reinforce the bonds of our composite society with new strength and renewed commitments.

Complimenting the Speaker and Deputy Speaker for organising the “Assembly Day Celebration” Chief Minister Nabam Tuki said it holds the essence of the growth of democracy in this tribal land. “Arunachal Pradesh Legislative Assembly has a glorious history since its inception on 7th August 1975. Therefore, it is indeed a noble endeavour of the Assembly Secretariat to celebrate the day to commemorate the humble beginning of our State Legislative Assembly and it should be made a regular feature of the Assembly activities.”  

The Chief Minister said “it has been a long and tedious journey for Arunachal Pradesh since our State was conferred the status of a full-fledged State on February 20, 1987. Keeping in stride the “ups and downs” we have progressed and emerged as an identity – distinct and determined in the last 26 years. All through these years the Legislative Assembly has played a pivotal role as the highest platform of decision making and shaping the future of Arunachal Pradesh. It has been aptly declared as one of the best functioning legislative assemblies of the country, a recognition well deserved, he said.

Highlighting the  contributions of the  Assembly in building the state, Chief Minister said, “whatever the state and its people have achieved till date is nothing but the contribution of this august house, the Temple of Governance.”  He further said none could succeed and rise the ladder as an elected leader until and unless entering such a house to prove his capability. It is a day for introspection – what we all have achieved so far but what a great distance is left for us to walk to reach our goal.”

Paying respect to Prem Khandu Thungon, Late Tomo Riba, Late Tadar Tang, Sobeng Tayeng and Wangpa Lowang  -- the pioneers of politics in the early days of the state and who laid the foundation of the glorious history of our Legislative Assembly, he said their contribution in the evolution of this Assembly will be written in golden letters not only in the history of this August house but also in the history of Arunachal Pradesh.

He urged the members to resolve  to walk together, work together and achieve the  goal together. It is far but achievable if we all adopt the ‘Team Arunachal’ spirit, he maintained.

Speaker of Arunachal Pradesh Legislative Assembly Wanglin Lowangdong in his inaugural speech said, Legislature constitutes the nerve centre of governance structure.

“Thirty eight years ago, the first Legislative Assembly of the Union territory met, and after Statehood, the Assembly met for the first time twenty-six years before. Since then, the Arunachal' Assembly had been marking its glorious history in terms of legislations, resolutions, motions and other debates. The Arunachal Pradesh Legislative Assembly has been scripting and shaping the destiny of the people of Arunachal Pradesh in myriad dimensions, he informed.

Pointing out that Polity in the country is undergoing severe constraints, he said each one of us has his own prism to look at these tumultuous events. As men who matter in the public discourse, we have to read the writings on the wall. As democrats, we ought to develop a common view and vision in regard to these changes. The time has come to recognize the fact that peoples' aspirations can be meaningfully met by initiating appropriate reforms to our Constitutional and Parliamentary processes so that our foundations stand fine tuned with times.

Democracy is not a caged bird within the walls of the Legislative Assembly building, he said and insisted that it must permeate the minds and hearts of all citizens like fragrance from a flower. This will happen only when democracy is taken to the door steps of the common man, he added.

He appealed the Government to increase the frequency and duration of sessions and to accommodate more Private Members' business so that debates become lively; meaningful and goals of the Constitution stood achieved.

Present on the occasion was also C T Mein, the Parliamentary secretary for environment and forest, who is also one of the oldest members of the state Assembly. He has been serving the state for last four decades.

The Celebration was also addressed by Deputy Speaker Jomde Kena, former speakers and MLA  Tamyo Taga, Tako Dabii, Setong Sena, Laeta Umbrey and Assembly Secretary Modan Lasa.

The other programmes that marked the Day included distribution of laptops and Mementoes  to the MLAs, inauguration of Photo exhibition by the Governor, release of Souvenir, lively football match between Speaker’s-XI Vrs Deputy Speaker’s XI and a splendid cultural show in the evening at State banquet hall. Arunachal Pradesh launches employment generating scheme

ITANAGAR, Aug 7: The department of tourism today launched Hunar-se Rojgar Tak scheme, an initiative of the union tourism ministry, to create employable skills among the unemployed youth belonging to economically weaker strata of the society.

The basic objectives of the scheme is to reduce the skill gap that affected the hospitality and tourism sector as a whole and to put in place a dispensation to ensure that the economic benefit of a growing tourism reached the poor, Tourism Minister Pema Khandu told a press conference after launch of the scheme. The union ministry had set a target of 500 youths for Arunachal to be trained during the current financial year, Khandu said and added that the course content was designed by the National Council of Hotel Management and Catering Technology and the programme was relating to hospitality trades.

He said the state tourism department would conduct training by clustering 4-5 best hotels in the state capital and the trainers would be made available from ITDC run hotel Donyi Polo Ashoka.

The target group will be for the class 8 passed youths and in the age group of 18 to 28 years. Certificates will be issued on completion of the course and effort will be made for their placement in hotel industries, he added.  He said, six to eight weeks training would be imparted on courses like Food Production, Food & Beverages Service, Housekeeping and Bakery.

The department will provide honorarium and uniform to the trainees during the training period and provide reimbursement on lodging and fooding, he disclosed and added that there would be state-specific modification in the training programme next year. Secretary Tourism Sonam Chombay informed that recruitment will be done through respective deputy commissioner and district tourism officer. He also added that training is open for everyone and there is no reservation system, however interest of indigenous people will be taken care. 7 under-trials flee from Khonsa sub-jail

ITANAGAR, Aug 07: In yet another incident of major jailbreak, seven under-trial prisoners (UTPs) escaped from Khonsa sub-jail on Monday night causing huge embarrassment to the Police Department as well as the State Government.

The fleeing prisoners were identified as Loliam Letey Lowang of Borduria village, Khonsa, Mannye Sumnyan of Rajanagar-II village under Bordumsa Police Station, Changlang district, Phamwang Lowang of Namsang village under Deomali Police Station, Tirap district, Toto Rochil of Surrumi village, Zunheboto district, Nagaland, Pangam Kamhua of Dadam village under Khonsa pólice station, Tirap district, Pangto Atoa of New Kothin village under Khonsa PS, Tirap district and Tengo Pongtey of Paniduria village under Khonsa PS, Tirap district.

All the accused are wanted in connection with various cases registered under various sections of the Indian Penal Code in Deomali, Tirap and Changlang police stations. Police launched massive manhunt to recapture the fleeing under-trial prisoners after serving a ‘hue and cry’ notice.

Earlier in the last month, 18 UTPs had managed to flee from Chowkham Police outpost lock up in the wee hours on July 19.

 

 

FFC seeking permanent solution to chronic power problem in East Kameng

ITANAGAR, Aug 07: The Fact Finding Committee constituted by East Kameng Social Welfare and Cultural Organistion (EKSWCO) to study about the present power crisis in East Kameng district had a meeting with representatives from Department of Hydro-Power Development, Department of Power and Civil section of DHPD yesterday at Pacha Hydel project for finding a permanent solution to the chronic power problem.

The Seppa town is presently receiving 2100 kw power—1300 kw from Pacha hydel project and 800 kw from NEEPCO, Assam-- as against total power requirement of 2900 kw. There is still an electricity shortage of 800 kw in the township, EKSWCO said in a release.

The Electro Mechanics (E&M) Seppa sub-division has the capacity of supplying 1500 KW power. However, the power sub-station is presently supplying 1300 kw power from Pacha hydel due to under construction status of the Switch Yard (Transformer) at Bazar line power house.

It suggested for greed connectivity system for long-term solution to the power problem in Seppa town.

The EKSWCO also decided to hold a joint meeting with the District Medical Officer (DMO) and doctors of the district to share grievances and solve various problems of the district hospital, like electricity, infrastructure problems etc.

The EKSWCO also decided to take up the important matters related to Eklavaya Residential Model School of Bana being run by VKV with the concern authority for smooth functioning and effective teaching-learning of the school.

Tame Bagang felicitated

Meanwhile, EKSWCO felicitated Tame Bagang with citation, mementos and a shawl for becoming the first from the Nyishi Community to scale Mt. Everest in a function on Agust 5.

Tame Bagang is the son of Late Roy Bagang of Jayang Bagang village under Chayang Tajo circle of East Kameng.

He is presently serving as Head Constable in Shashtra Seema Bal (SSB) and posted at SSB Training Centre Gwaldam, Uttarakhand.

 

 

NRHM activities in West Siang reviewed

AALO, Aug 07: Review meeting of NRHM activities in West Siang was held in the Conference Hall of DC Office Aalo recently.

Chairing the meeting, Manoj Kumar Sahoo, Deputy Commissioner cum Chairman of the Governing Body, DHS, West Siang District said that many problems can be solved through discussion. The DC said to assess the programme activity, we should conduct quarterly review meeting and all must achieve their respective targets within the stipulated time.  The health & Education is one of the most important sectors for which our government is laying utmost emphasis. It is our responsibility to do something for our downtrodden section of the society. Every one of us must have some commitment towards our society. The DC expressed that many of our nearby CHC/PHC remain closed by 11 am which is not a good trend. The DC advised DHS that all administrative officers should be involved in RKS Meeting.

Yaman Bagra, Zila Chairperson cum Executive Committee, DHS, said tangible works in the right direction is the only goal to success. She emphasized on IEC activities especially in remote place of West Siang District. She lamented that many doctors prescribe medicines even without touching patient which should be avoided. Without proper investigation, prescribing medicine becomes dangerous.

DMO, Dr. B Kamki said that all staff under Medical Department is under one Umbrella and everybody should extend co-operation.

School Development Committee Meeting Held

KHONSA, Aug 07: A meeting of the Khonsa government higher secondary school  development committee was held in the office of the school Principal today in which various problems of the school were discussed.

Speaking on the occasion, the Chairman of the committee Terong Aboh, public leader while describing the meeting as meaningful, urged the members to play a pro-active role to address the problems of the students and the teachers. He said that with the increase in the number of students, the problems had also burgeoned for which all the leaders must contribute to ensure that the school functions smoothly. Aboh hoped that the elected leaders would do their bit to mitigate the woes of the students and the teachers. He assured to take care of the power supply. Earlier, Principal of the school M Hosai said that there were many problems being faced by the school and appealed the members of the committee and the parents to extend their fullest co-operation in running the school smoothly without a hitch.

The members discussed at length the procedure and methodology to be followed to accommodate the students in the newly constructed boys’ hostels. The members unanimously concluded that 40 seats would be allotted purely on merit and the rest of the seats would be allotted considering the distance of the students’ villages from the school.

Assembly day concludes with a colorful note

ITANAGAR, Aug 07: The first ever Assembly day of the Arunachal Pradesh Legislative Assembly celebrated here today concluded in the evening with a colorful cultural programme organized at the State Banquet hall.

The jam packed hall was filled with top dignitaries  including the chief minister Nabam Tuki, Speaker Legislative Assembly Wanglin Lowangdong, former chief minister Gegong Apang, Ministers, Parliamentary Secretaries, MLAs, Councilors, senior government officers, public leaders and other prominent figures of the society.

The cultural extravaganza organized by the department of Art & Culture representing various tribes showcased the rich cultural heritage of the state. Anchored by Karpi Basar and Boke Bagra, the programme presented variety of cultural items. The first ever shadow puppet show on folk medicine entitled “jiwan ki ek nayi dor”, produced by CCRD and supported by State Medicinal Board displayed the importance of traditional medicine. “Nayi Subah”, a drama based on natural disaster in Arunachal Pradesh enthralled the audience with their presentation. One lakh saplings to be planted during Tawang Vanamahotsav

ITANAGAR, Aug 07: A month-long mass tree plantation as part of Tawang Vanamahotsav celebration program with theme “Plant them love them” was flagged off by MLA Tsewang Dhondup in the presence of  Tawang Deputy Commissioner Abhishek Dev, HoDs, ZPM Chairperson Jambey Tsering, officers and Govt staff at Tawang on August 3.

The program initiated by Chief Secretary HK Paliwal started at the Deputy Commissioner’s office premises with mass plantation of saplings.

A truck carrying 2000 saplings was flagged off for distribution to the general public for plantation in their respective colonies, Govt quarters and private residential premises.

The plantation program was also inaugurated at 38th Bn SSB by DC and DFO Tawang where a total of 1100 saplings were planted by the Jawans of SSB under the supervision of Range Forest Officer Tage Haniya and President EPS Jambey Dondu. The Deputy Commissioner and the team of officers also visited the plantation works at Tourist Lodge, EE Electrical office compound, Kakaling Middle School, PWD Middle School and Shyo Middle School.

The plantation programmes at Circuit House, Higher Secondary School, Town Secondary School, Khiremetang Middle School, HQ. Primary School were also conducted with great enthusiasm by school students.

Tawang DFO Pradeep Wahule appreciated the mass participation of all staff, public leaders, villagers and students in the plantation program and sought same kind of cooperation from them as the authority has set a target of planting One Lakh saplings in phase wise during the vanamahotsav.

 

 

Arunachal Pradesh appoints Sharada Prasad as principal adviser

ITANAGAR, Aug 07: With Arunachal Pradesh facing acute shortage of senior IAS officers, Chief Minister Nabam Tuki has appointed Sharada Prasad, a retired 1981 batch IAS officer of UP cadre, as his principal adviser on skill development.

Prasad had retired on May 31 last as director general of employment & training under the Union Labour ministry and additional secretary to the Government of India.

His in-depth knowledge on skilling Indian people would be handy for the state government which is aspiring to meet huge technical and manpower requirements with the state posing for a speedy development, official sources said here today.

Prasad has gone on record saying that the country needed expansion of its training capacity from about 2.5 million persons in 2006-07 to 5 million at present to overcome the biggest challenge of shortage of trainers to meet the target of having 500 million skilled persons by 2022. PTI

Tarh United, Model Sporting Club win

NAHARLAGUN, Aug 07: Many would have expected an overcast sky and a muddy wet field would make it difficult for teams to find fluidity in their play, but the fifth day of the Eagle Trophy Invitational Tournament ensured that spectators got their money’s worth in two exciting and hard fought matches.

The first match of the day set up a clash between the new and promising Daporijo FC (DFC) and Tarh United SC (TUSC). Even though various parts of the field was filled with puddles of water, the excitement set off from the get go. Tarh United looked the more dangerous side in the initial stages as they tried to find an early lead. An excellent through ball should have been taken advantage of by the Tarh United striker but unfortunately the ball was squandered away carelessly. More carelessness followed but this time it was Daporijo FC goalkeeper Bai Garam’s turn to be careless as an incoming corner kick which should have been handled better was allowed to be netted in. Kipa Bhai of Tarh United, making it 1-0 for his team on the 11th minute of the match.

The early by Tarh United seemed to infuse new energy and purpose in the lads from Daporijo as they fought back with some excellent ball play and dominating possession under difficult circumstances. DFC came close to equalising when Madik Jitu’s effort barely missed the target, skimming the far post. Several chances came DFC’s way but the team was unable to convert any of them. Just before the break, Rajen Timba gave DFC a moment’s hope when his shot skidded past the near post. Half-time and the score stood 1-0 to Tarh United.

The second half began much the same way as the first half had ended with DFC looking for an equaliser and leaving no stone unturned in their efforts. The team was awarded a free-kick from a good position early on in the second-half but Babu Gongo was unable to even hit the target.

On the other end of the field, Tarh United goal scorer Kipa Bhai continued to set the standard for his team as he tried to turn a DFC defender but was unable to find his footing.

DFC meanwhile continued with their pursuit for an equaliser, Sage Game coming heartbreaking close to give his team some hope. The Tarh United goalkeeper Bun Ajay must have felt like he was facing a firing squad as for close to 10-15 minutes he was tested several times by the Daporijo players. Any hopes of getting a point out if the fixture were thwarted however as their efforts failed to pay dividends. Full-time and score read 1-0 to Tarh United SC.

In the second match of the day, Tatung Welfare Society’s (TWS) football team were up against the boys from Model Sporting Club (MSC). The match lacked the excitement of the first but had its own share of momentary brilliance.

TWS were awarded a free-kick early in the match but it failed to yield any result with the shot being squandered wide. Rumak Tapa of TWS got a little too ambitious as he tried to net the ball at least twenty yards away from the goal.

While it seemed as though TWS would break the deadlock early on, it was MSC which almost got the first goal in the 14th minute of the match through Ganya Dungda’s effort. Almost as soon as the first chance was lost, MSC fans got quite a scare when TWS came to close to scoring.

Much of the first half was centred around the middle of the field with both teams finding it difficult to hold on to the ball long enough to do anything constructive with the ball. A header by Tagio Raja of TWS was rendered ineffective as the ball was headed straight to the MSC keeper.

After a long dry spell just before the break, Nik Kabak of MSC managed to break away and sprint ahead with the ball but found himself without any support.

Soon after play resumed after the break, MSC were awarded a free-kick on the left side of the field. The ball was crossed but was cleared behind by the TWS players for a corner-kick. Confusion surrounded the TWS box as the ball was again cleared behind for another corner-kick. MSC however, failed to take advantage of the back-to-back set plays.

Things turned interesting when the referee made an unusual decision by awarding a free-kick instead of a penalty to MSC inside the D-box. One would have that MSC would have finally broken the deadlock but that wasn’t to be as ball failed to find its intended target.

MSC looked the more determined and dangerous side in the second half when their continued offensive tactics won them a corner which unfortunately was wasted away. But just moments later in the 57th minute Taba Taram chipped in the ball over the TWS keeper to finally change the score board.

After having taken the lead in the game, MSC made several advances to try and settle things for good. The attacks would bear fruit in the 65th minute when Tadar Aha’s perfectly timed lob managed to beat the TWS keeper and extending MSC’s lead.

TWS seemed determined to get one back and created quite a lot of confusion in the MSC box in the later stages of the match. Amidst the confusion MSC launched a counter-attack with a long ball but nothing came of it. The match ended 2-0 giving MSC their first win of the tournament.

Tomorrow’s first match will be played between Todo United FC and Doimukh Football Club, while the second match will set up a clash between ITBPF and Jiyo aur Jenedo Football Club.

Crime against children

Crime against children rose by an alarming 24 per cent  in recent past in the country, with Uttar Pradesh topping the list and Delhi coming in third place.

It is alarming that, in 2011, the crimes against children reported a 24 per cent increase from the previous year with a total of 33,098 cases, the report 'Children in India 2012-A Statistical Appraisal', conducted by the Central Statistical Organisation, said.

The highest number of crimes against children, it said, was reported from Uttar Pradesh (16.6 per cent) followed by Madhya Pradesh (13.2 per cent), Delhi (12.8 per cent) and Maharashtra (10.2 per cent).

According to the report, there was an increase of 43 per cent in kidnapping and abduction cases in 2011 while rape cases where the victims were children rose by 30 per cent in the same period.

While UP and Delhi together accounted for 47.6 per cent of kidnappings and abductions of children, Madhya Pradesh, Uttar Pradesh and Maharashtra together accounted for 44.5 per cent of child rape cases.

The study also reveals that the conviction rate at national level for crimes against children stood at 34.6 per cent. The conviction rate for 'infanticide' (other than murder) was highest at 46.9 per cent followed by cases under murder (45.5 per cent).

The study observed that the increasing trend in the incidence of juvenile crimes is a matter of grave concern.

Discrimination in drive against encroachment

Dear Editor,

Through your esteem column, I question the integrity of the Director Housing Deptt. Estate Officer and Deputy Commissioner, Capital Complex for showing their bias attitude in carrying out the eviction drive against some section of people in capital complex. The department has adopted pick and choose method, against certain sec­tion of people and declared them illegal encroachers. Whereas, some of the top bureaucrats and ruling politician who had dismantle and constructed the high rise build­ing are roaming freely without any fear of the law. If you are really concern for the state, then firstly take drastic steps against them and book them under the appropriate section of the law and dismantle their high rise building. It is known fact the most of the Govt quarters are in dilapidated condition and need urgent attention of the department for renovation but our state machinery are enjoying sitting inside the Air condition room with­out bothering for the welfare of the public. If the Govt demand any duty from the citizen then the citizen is also entitle to claim their right. Please publish in detail about the record of the Govt, quarters of each sector in the daily newspaper then we will know that the department is really maintaining the record.

It is said that truth is bitter. May be the present Congress lead Govt is denying any encroachment activity during their tenure. But it is also known that the phenomena of encroachment took place during the Congress govt in the past. So whom to blame for the rampant encroach­ment in the capital complex? If we reflect back in our past then the encroachment and dismantling of the quarters has been done by the top bureaucrats and politician. Why you are now harassing poor middle class people who just simply are following the path shown by you all and are constructing the house from their hard earn money. If they are not constructing then someone else will built the house. If you are really concern, take action in phase wise and take action against those who first encroached and built their house over govt land. If you see the way our govt had constructed the quarter they were haphazardly built without any master plan. Now, it is high time for the State Govt to find out constructive plan. It is humble request to the law enforcing agency, Magistrate, Director of Housing, Estate Officer, Land Deptt. of the Capital Complex to look in them­selves. Are not they are also one of the encroacher? Don’t take the voice of public for granted and the day is not so far when middle class people will be bound to take extreme steps like the team of Anna Hazare.

Clarification

Dear Editor,

Through your esteemed daily, may I take liberty to clarify regarding a news article “GOOD NEWS FOR CFL users” published on dated 6th August 2013, in which it was said that, “The Power department has assured to exempt electricity bills for two month to those households which used CFL bulbs for lightning”. I heartily appreciate the newly elected councilor of Ward No. 2 and his team members who all are trying their best to extend helping hand to Power department to remove illegal hooking in the ward No. 2 area so as to maintain stable power supply. With this, it is to mention here that, I being an Assistant Engineer (E) have no place and position to give such an assurance in general on behalf of Department of Power, Government of Arunachal Pradesh.

Being invited in the first ever meeting called by the Councillor of Ward No. 2 Tatung Tania, I expressed concern about unaccounted misuse of electricity energy which is the main reason causing over loading on the system resulting to load shedding in GSI feeder which runs through Ward No. 2 area near Hotel Bomdila, Itanagar. If all the consumers under GSI feeder uses 20 watt CFL in place of 100 watt bulbs with switching off of freeze and unwanted points in peak hour, there will be no need of doing load shedding on the 11KV GSI feeder as well as in other feeders too. Using of CFL will directly reduce the revenue losses and load demand by 80% per bulb. In such case, the monthly average billing amount shall have to be either minimized proportionally or exempt for few months. While explaining these facts in the meeting, it was assured that, the possibilities shall be explored for adjustment with consultation to higher authority and do the needful preferably for exemption of two months billing after calculation of load in the premises in the said area. Thus, this assurance is not for general.

Nevertheless, if given a little more stress in this matter, it could be a triggering point for the Government to have a sense over it and generalize this assurance with modalities so as to reduce the overall revenue losses in the department and to minimize the huge power purchase payments being made to NHPC, NEEPCO and NTPC and as well as to reduce the UI (UNSCHEDULED INTER-CHANGE) charges (i.e charges for over drawl of power from the GRID) in figure of many crores being paid to PSOCO (Power System Operation Corporation Ltd.) time to time from the state exchequer.

By the way, while in this page, I being an Electrical Engineer (E) do appeal and encourage all the domestic electricity consumers to use CFL bulb and save energy. “Saving energy is directly proportional to saving of money and saving money is earning money”. So let us earn money while enjoying uninterrupted power supply. JAI POWER DEPARTMENT!

Open letter to Minister of Power Arunachal Pradesh

Dear Editor,

PPWC remind your kind office that the 132 KV tower line from Aalo to Pasighat has remained a distant dream as the completion of the said work may only be accomplished in the next millennium. A mere 85 Km distance connectivity of electricity is beyond the capacity of the Power department despite the allocation of requisite funds sanctioned in 2005, which was scheduled to be completed in 2008.

The big question is why was the project not completed despite receiving adequate funds? Why are the concerned officers not punished as per the established guidelines for their lackadaisical attitudes? Why the contractor / Firm M/S Huma enterprise is not held responsible for the inordinate delay in timely execution of the said project? Or was the said scheme prepared just to fill the coffers of a few concerned people amounting to crores of money?

As it seems quite apparent that the funds have been exhausted and that is the reason why the department has been crying for additional funds. The completion of the scheme or failure to do so shall remain the sole responsibility of the individual concerned directly or indirectly and they should be held responsible for it depending upon the result, situation and the quality of work. PPWC also strongly feel at times that, Department of Power be disbanded and the expenditures and funds allocated for the same may be diverted in order to purchase and supply of fuel, SK Oil, Candles, generators, lamps to the deprived public. At least the public can have the facility of some light other than day light.

As Pasighat and the adjoining areas are reeling under darkness, compounded with the extreme summer heat, PPWC always feel the neglect that has been meted out by the department concerned. Even the government offices have resorted to using the old age type writers as they don’t need electricity like the computers. The hi-tech CCTVs, Bio-metric systems, desktops etc, are lying unused. Whenever a little supply of power is provided, fluctuations and low voltage are frequent.

Given the situation life seems slow and dim and as such the department of power should do some introspection and a white paper on the said issued along with a response regarding the delay in completions of the said work to the enquiry committee. If at all there are any discrepancies pertaining to the scheme, let the people know the current status report and the reason of the pendency of the 132 KV Tower Line Project.
